Yes... and no.
What exactly is 'harm'?  Let's look at a hypothetical. A person is standing in front of a slow moving(but moving fast enough to hurt them without killing them) car and doesn't notice it. The robot only has time to push the person out of the way. By pushing them out of the way, the person will be injured by falling over onto concrete. By not pushing them, the person will be stuck by the car and injured.
Either situation will cause 'harm' Obviously, falling over and scraping a knee is preferable to broken bones from being stuck by a vehicle, BUT.. if the three laws are the only guideline, how could an AI make a decision? (there actually are many situations where there is no way out without 'harming' someone.)

Just look at I,Robot. The AI came to realize the human race is harmful to itself and decides to enslave us all to keep us from 'harm'. The vagueness of the laws may actually cause more problems than they solve.

There were ridiculous unnecessary things in that, like flying to the ocean. There's plenty of places to get salt other than the ocean, a lot of plants contain a lot of sodium such as Parsley and Red Beets. There's also a lot of places you can find naturally occurring salt deposits, but those are limited like the ocean.
I remember watching this video a few months ago and thinking this guy was just being stupid on a few things. 

Also, these things you will not go gather JUST for a single sandwich anyway. if you were really doing something like this normally, you'd have many things stockpiled and/or producing in bulk. Bulk itself is a HUGE money-saver.
