In short he proposes that you shouldn't be allowed to vote unless you have shown the willingness to support your country.  Not necessarily in times of conflict, but it just so happens that is part of the story-line.

Full disclosure - I have never served and would be relinquishing my right to vote and allowing others to choose the course for my nation.
