It's a mink. They are vicious little bastards. I've seen one swim out into the surf and come back with a cod bigger than itself. It delivered the cod to its mate, and then they fought over it. No kidding. Their fur is soft but they are HARD.

Problem is, otters have a wicked bite- and if you grabbed the fish to remove the hook you might get bitten badly. If you just cut the line the otter may well swallow the hook and get badly injured... really is a rock and a hard place- not just for the fish but the fisherman!
