spanerbulb: Yeah, surgery can remove excess skin, even excess fat. But that doesn't cure the problem.
If too many lymph nodes end up being removed then that person can't fight off infections, which means death. |

CoyoteKing: Lymphedema can happen to people that have had lymph system related surgery, like a hysterectomy or mastectomy. It can happen to guys as well from testicular cancer and such. Also the person doesn't have to be fat for this lymphedema to happen, but it's usually less pronounced in skinnier people.
This woman's condition is chronic, that means it's not curable even if she were to loose a lot of weight. I doubt she can even walk more than a few feet at a time.
Ugly medical conditions can happen to anyone, not just fat people. If you think this pic needs eyebleach, then I don't suggest you do an image search on herpes. |

Except, like other's have pointed out, this isn't fat. It's not like the rest of her is skinny either but you can tell this isn't a normal fat deposit. |

This could very well be Secondary Lymphedema, which can be caused by cancer, radiation therapy (see cancer), injury, surgery (see injury), parasites (not common outside of tropics or in western world), and skin infections caused by being obese with a sedentary lifestyle.
Where its at, it is unlikely due to cancer, most definitely not a parasite, and if I had to put money on it I would say obesity.
Now there is now definitive cure, but the two most common treatments are compression bandages and range of motion exercises. The latter of course being a conflict with obesity.
TLDR: Most likely caused by obesity, and she is not exercising enough to recirculate the lymph. |

@CrakrJak: she appears to be pretty fat before you add the sacks of lymph fluid on the lower half, im guessing her weight problem doesn't help the fluid problem. disgusting regardless. |

That is called Lymphedema, it's not fat per se, it's lymph fluid that has backed up into her skin.
Yeah, it's ugly, but then again so are many skin diseases. |
