Looks like a handicapped stall, and if that car is there illegally, then the douche deserves to have it carted away in pieces.
Next time, before you make comments that show your stupidity, you might just want to keep your mouth shut. If you actually watch the video, you can see the lines being painted around the car, and the handicapped symbol being painted onto the spot after the lines.
