I don't actually understand this.
The high-gravity sites are impact craters from large iron meteorites. The iron is more dense than the basalt that makes up the moon's surface, so it creates a slightly higher gravitational field in that location. |

There are variations here on Earth too. A big one is in Hudson Bay (Manitoba's seashore, eh?).
Magnetic fields are also messed up in Hudson Bay too.
