I think it's a Universal thing. When I lived in a highrise apartment building, there was a guy a few floors up that used to stand on his balcony and do that (after sporting events, parties, holidays etc.). My wife and I used to call him "the woo guy" and that was his douchy mating call. |

It took waaaaaaaaaaay too long for someone to jump in and stop it. I jumped in a minivan once that had the doors closed and was going faster than that. I had to run to catch up, jump in, and stop it. This was pretty lame. |

1) It's just idling. The accelerator is not stuck.
2) You know how the steering wheel automatically goes back to straight if you let go when you are driving? It does the opposite when you are going backwards. It tends to turn into a tighter turn.
