I believe it's to do with how terrible phone cameras are - they record a part of the image at a time and work downwards, therefore for each frame they record different parts of the image at slightly different times. This just happens to be the effect a rotating blade forms.

remember, modern cameras can only record are around 25fps, so if the propellor if rotating at higher than 25 revs per sec, this video is only showing part of the rotating action, thus this effect :)

... and it only looks like that in a camera, not in real life. Stupid laws of science governing the abilities of our modern cameras being infinitely inferior to our own eyes, why do inferior things have to make superior visual effects!

It's rolling shutter effect + wagonwheel effect (rolling shutter making the propellers look so bizarre, and the wagon wheel effect giving the illusion of frame to frame coherence so it looks like the little propeller boomerangs are moving slowly downwards). Really, really cool.

Yeah, this happens because the rate that the propeller blades are passing in front of the camera lens is very close to a multiple of the recording frame rate of the phone. I've heard this called the "wagonwheel effect", because you can see a similar thing with wagon wheels in movies, for example.

so the radius of the propeller is the distance from the centre to the bottom of where you can see stuff moving... i think

Propeller blade's rotational frequency is pretty close to a multiple of the camera's shutter speed.
