This hasn't been a fad in Japan since 2005. It's pretty uncommon to see this look in Shinjuku, Harajuku, or even Shibuya. Before then, the streets of those areas and many others were packed full of them.
It was also pretty popular in fudgeuoka, but died out a bit faster there. As for the other prefectures, I'm not sure. But I can honestly say nobody I know has seen this look in Kanto for years.
Not to say it won't come back though... |

this is a real fad in Japan. Girls dress up like this all time, but there's weirder fashions over there. Some girls actually dress up in pokemon suits. |

Ganguro is a Japanese style that woman take on. I saw loads when I went over there. You see quite a few in Harajuku. Then again you see a lot worse in Harajuku. |
