this is actually pretty easy, you have to fast and not put any thought into it otherwise you mess it up. i tried it when i saw this gif a long time ago

Mr. Nordman was famous for this in my high school. At least once he was announced at a pep rally; the curtains parted, and he walked onstage in a white lab coat. He stopped in front of a mobile chalkboard and >shew-whip< described a perfect circle in chalk. The crowd went nuts, as if he had just copied the Mona Lisa in two seconds, and demanded two encores before he was allowed to return to the physics lab.

I have seen it live. It is a world wide competition. HBO did a math special on him and others 20 years ago. Video is cir. 1993.

With your shoulder acting as a fixed point and your arm fully extended, rotate it fully to get pretty close pretty easily. He bends his arm which makes it difficult.

I can draw "perfect" circles by creating a fixed point with my finger and then holding a pencil and spinning the paper.
