perhaps another example to illustrate the arbitrariness of color names: i have recurrent discussions with my wife about whether or not "mustard" is yellow or green. the correct answer is probably "in between what we can agree on is yellow and green", and each of us has a separate answer which side of the spectrum mustard-color is closer.

there are no biological differences between japanese eyes and other people's eyes, they perceive the same wavelengths of light as everyone else. "colors" have nothing to do with biology but are a conceptional issue, that is how do you separate, distinguish, and categorize the whole range of visible light. different cultures have seen different needs to draw distinctions, and it would be interesting to know why historically the japanese, or rather actually the chinese (because japanese simply imported the chinese characters / words, and with it the concepts.), and i'm afraid i don't know the answer to that.

I find the lack of distinction between blue and green odd. Is there any chance that there is a biological reason for this; that Japanese eyes see the colors differently from the rest of the world?

a lot of the numbers sounds inaccurate, are incorrectly connected. 1/3 smokers was probably accurate 10-15 years ago but not today. 83 years life expectancy is the average, and men (who constitute the majority of smokers) only live to 79. still not bad though.

the confusion comes from the fact that historically ao referred to spectrum that included both green and blue. there are a lot of phrases where ao refers to green, not blue (the color of the traffic light and "green" vegetables, "ao-yasai"), and there is no confusion because the proper translation in these cases is "green", not "blue". there are of course also terms where ao refers to "blue" (the blue sky, "ao-zora"). i would recommend using your eyes to differentiate.

that being said, and weirdly enough, the japanese traffic-light green IS really slightly more bluish than the those used in, for example, european countries, compare below a japanese with a german traffic light:

Green and blue also do have different names for the colors in Japanese. That particular "fact" is incorrect. They are Midori for green and Ao for blue.

7 - Traffic Lights - to clarify, the lights are actually green but they are referred to as blue. It is a source of much confusion to westerners but good luck trying to get a Japanese person to explain why it is, it just is - dakara.
