Angilion thanks for answering, it's just a super-rare occurrence as far as I know. Also, as an appropriate response I think I'll tone down my rhetoric a little toward France from now on.

A wonderful gift. In Time and Again, Si and Julia hide in the statue of liberty's arm, which is in the park. They time travel to the modern day, and Julia is astonished to smell the sea. Robert Redford was set to make the movie version, but I guess the deal fell through. Pity.

Why did France do this again?

It was a privately funded project, so people could argue about whether or not France did it. Some French people did it. Quite a lot of them, as a lot of the money was from numerous small donations.

Depending on how you're feeling, there are a few interpretations concerning why:

1) A symbolic gesture celebrating the connection between France and the USA (you know France played a huge role in creating the USA, right?) and their shared principles of republicanism by the people for the people, with freedom for all (it's a depiction of Libertas, a Roman god associated with freedom and particularly favoured by freed slaves).

2) An attempt to strengthen political ties between the two countries.

3) A dig at political conditions in France (the idea of a Franco-USA monument started after their republic ended with their President declaring himself Emperor).

lol @Jake_Justus

on second thought, perhaps the thick garment was part of a french conspiracy so that they could keep the "breasts of liberty" for themselves. or is topless sunbathing permitted in some parts of the us?

LemonCurry,

One can only imagine how much louder would have been the cheers of those early immigrants, upon entering New York Harbor, had they been welcomed to their new home by those original "Breasts of Liberty."

most workers had in fact signed up to work for free on the breasts section, and were understandably upset upon finding out that the original design had been altered without notifying the construction team.

the "breasts of liberty" were completed, however, using private funds, and after being acquired by a polish collector in 1910, they are now on display at an elementary school in beijing.

A statue representing liberty and freedom, an icon in a nation where the people chose to default both in the name of security. Ironic and sad at the same time.

That Statue of Liberty head played a role in Jack Finney's time-travel novel, "Time and Again" ... not to mention "Cloverfield."

So they started with her head and built her up from below. Don't blame them, that's a long way up there.
