He was conducting an investigation during a lawful traffic stop. He has the right to tell other occupants to remain in the car for his safety and to keep the investigation process in order. She failed to remain in the car. She failed to return to the car. She interrupted his investigation. He was correct in arresting her. I'm sure if she would have waited until he had finished, he would have explained everything to her. BTW, the guy was DWI. She had also been drinking and could have been charged with disorderly conduct as well. She made a public apology for her actions and credited the officer with being professional in every way.

You don't have to "obey" orders from cops unless there is a legal means behind it. If a cop tells you to jump, you don't have to. If a cop tells you to raise your hands because you just robbed a store at knife point, then yes you have to. Being a cop does not give you the ability to force your will over other people for no reason. I'm sure very few courts would see a woman walking up and saying why are you arresting him as obstruction. Yes, she was obnoxious, but that isn't the point. He arrested her awfully quickly and couldn't really tell her why at first. As a US citizen you should be able to ask cops why they are doing what they are doing and get an answer.
