This chart is biased.It's more a question of Geography than education. The US only actually borders 2 other countries, Mexico, to the south; and Canada, to the North. Canadians Speak Mostly English, except in Quebec where they speak mostly French. Mexicans Speak Spanish, and some other indigenous languages depending on how far south you go. So you only really need to know 3 languages to be able to commuicate with 99.999% of the population of the enter North American continent.

Also the US is A very large country with respect to land mass. Those people living in the central part of the US, depending on how much they travel, may never run into a situation where they need to know a second language.

Every educated European is expected to know English these days. In a lot of areas of employment (tourism, piloting, science) it's essential, so that accounts for the starting point of 2 languages in most countries.
English has become what Esperanto was supposed to be: the universal tongue. Add to that the fact that America is virtually isolated from almost all European languages, and you can't blame them for speaking English alone.
As for 0.7 - wry joke that definitely applies in some places.

I speak English, pero tambien hablo espanol, e io parlo un pocchino d'Italiano anche, et Francaise, und ich kann verstehe ein klein Deutsch.

But I'm only fluent in three of those...

The French one is presumably greater than 1 entirely due to immigrants who speak one or two other languages.

The only way a Swede would speak that many is if they just learn Norwegian or Danish, which would take minimal effort for them.

This is wrong, but there is a strong geographic region why Americans learn languages less. If you're in Kentucky, you're not learning French. Spanish is the only one you would encounter without going out of your way, but that would be like a European learning Arabic, which never happens.
