It's South Koreans releasing balloons which carry leaflet bundles. They're sending them north to convince North Koreans to defect or overthrow the NK government.
NK considers this an "act of war" even if civilians are doing it.

It's asian scientists testing their anti gravity devices attached with manure, because you know that poos explosive. They are sending these near invisible anti gravity devices to america to explode and land poo all over our homes,cars and babies, leading people to think some scoundrel in town did this. They know we are vengeful fools so we will all turn on each other like rabid dogs. OMG!! |

It's S Koreans floating anti Kim Jong Un propaganda over the border to N Korea. The North has threatened to start shelling border villages if they don't pack it in, which has caused the villagers affected to start turning on the activists that do it demanding they stop it. Understandable really. |

it's a lighter than air experiment using ordinary household chemicals to make hydrogen to fill the balloons... The bags are probably that protective plastic they put over your clean clothes, from a dry-cleaners (they get them as one long tube roll and heat cut them to fit your cleaning) |
