It's a garage. The fire may start in a breaker box (causing the electricity to fail) while the garage is down. Without the door, people could hypothetically get trapped.
Chances are that they removed the garage, or they were planning on putting one in but never got around to it. Either way, they need to have a fire escape door there. Not stupid, just cautious.

Oh come on, really? See the line on the edge of the wall there? Where the pull-down garage-type door would go? It's obvious that this garage opening is sometimes blocked to vehicles, thereby necessitating an emergency exit. |
