1. They need to do this per capita to be accurate.
2. STD rates are only really significant in poorer, black communities. This basically means that states with highest black population have the highest rates. Poverty isn't really the cause though, since Hispanics have a lower rate than even whites. African American communities must be targeted for education programs.
