Quick fixers.
We would need the CalTrans to do a needs assessment, then a special Bond Measure on the ballot to fund the project before a crew of 25 could set up cones blocking 4 lanes {2 each direction}. They'd bring in the diggers and by the time they finished, 6 months later, they'd have removed the offending stripe painted down the middle of the road but not the fallen barrier. |

You do realize that is China, right? There is a reason it is called DWA (Driving While Asian). When I was in Japan which has better drivers than China, people would fold back the rear-view mirrors and zoom down the shoulder of the highway.
These guard rails could have been designed with a T on the bottom of some of them to prevent this. |
