That is a form of chain clamp called a friction clamp and in this case it is a temporary remedy to keep the weight off of the wires until the pole can be replaced. How you got duct-tape I don't know . . . |

It was good enough for Apollo 13, but I'd still be reluctant to ride in an elevator that was proudly fixed with duct tape. |

I used duct tape to fix the hole in my ceiling and holes in my surfboard, and that was just today. you can find a use for it everyday if you wanted to. |

There is also some sturdy metal wire, but yeah, duct tape is the solution to everything. Until the duct tape explodes. (It is China after all...) |
