This isn't a Fisher-Price ad. It's a picture someone took of their toy. Those passengers are removable, so the person put the black figure in back themselves.

Actually, when my kid was little, we always made a conscious effort NOT to put the black kid in the back of the bus. Then again I worked at the same school as Rosa Parks before she died. We always put Maggie the girl in the raincoat with glasses in the wheelchair and that always went all the way in the back. |
