Being stupid is not generally the same as lacking cognitive ability. It's more about not using the ability you have.
For example, if someone with an IQ of 50 accidentally destroys their freezer by trying to de-ice it with a kitchen knife they can't really be called stupid because they had no way of understanding the possible consequences.
When I did it, that was stupid. |

So, stupidity is, in fact, a disability.
at an IQ below 70, you can no longer be considered stupid, you are considered retarded (mentally retarded to be PC), thus stupidity is in fact NOT a handicap/disability |

True Story: Walking into the grocery store, I see a guy pull into the handicapped spot with no tag and obviously not handicapped.
Being in a surley mood I say "Hey Buddy! Handicapped Spot!"
He says "I'm just grabbing some smokes"
"Oh, Ok" I say "Mentally Handicapped!"
Sadly, he didn't come back and park elsewhere... |

Observance of handicapped spaces where no vertical sign is erected is not mandatory, at least in my state. It would appear that someone recently made them aware of the fact... and that they went on to erect their own vertical sign. Lulz. |
