The targets were produced by a mercenary and unethical person for pure profit. They are bought by arseholes who want to make a political point about their right to bear arms and use them against the criminal underclasses who many of them see as being synonymous with blacks, specifically those that don't wear suits and try to fit into the white man's world. For similar reasons, you can buy clay pigeons with Obama's face on them (e.g. eBay item no 270916222418 ) I don't think either the manufacturers, buyers or shooters actually mean it as a violent threat. |
