Well as the temperature drops below the freezing point for H2O it changes phase and crystalizes which locks the molecules together as well as expanding them.
Now that I have satisfied the smart ass in me it's not common but is possible for an extreme coldfront to move in flash freezing moving and even salt water.

It IS frozen water, but its not a ton of water that all just got frozen at once, its a little water coming in, and freezing as it cools under the shade of the trees, and then some more water keeps arriving and freezing, and little by little, you get a ton of ice like that. |

@patchouly i don't think its a long exposure. that water would be flowing insanely fast and would have to be more spread out. plus there would be a mist from spraying droplets. |
