Men always throw rock way too often especially to lead, scissors is the least common throw as women prefer paper as it is viewed as the least aggressive. As far as the first throw against a random opponent is concerned starting paper against men and scissors against women should return the best results. Facing unknown competition, I tend to start with a scissors gambit versus women and a paper/rock/scissors against men.
For the video, they probably don't want to tire themselves for the next round/possibly get injured if they are both already moving on to the next round or are already out of the competition. Possibly they didn't want to hold up the fight for the top spot with a meaningless bout for 3rd/4th place. Plenty of reasons.
