Looks more like they're putting a sidewalk snow removal machine through it's paces to make sure it works properly BEFORE it's actually needed.
Whoever submitted this, way to immediately jump to the wrong conclusion... and post video out of context... I suspect you know your description was B.S. Ontario & Quebec both pretty much have their sh*t together when it comes to urban snow removal. |

Wow this is disgusting, clearly they are getting paid to work whether there is snow or not, by some random contract loophole. Nice pollution for nothing and leeching off the government teet there, Montreal.
Income taxes there are higher than anywhere in canada, btw. |

Yeah, they're just learning their route. Finding imperfections and risen segments so they don't tear the hell out of those areas when they're covered in a foot of snow. |
