if you think it should be expected that someone is going to abuse their position of authority or power because you damaged property of the city they work for, then you are part of the problem.

i'm glad that for once one of these stories ended the way it should've.

@ xCYBERDYNEx: I have lived all over the world, and Minneapolis, MN is the first place I have lived where I actually fear the police... that's coming from a retired soldier, and former U.S. Marshal.

We made the decision to leave Minnesota after the restaurant incident. When my girlfriend came out of the restaurant and identified herself as such, I thought the more aggressive of the two was going to have a stroke. The combination of the nice restaurant in my nice neighborhood coupled with my blond-haired, blue-eyed girlfriend was too much for him, and it showed... it was pretty fu*king scary.

The MPD are also notorious for shooting first, and asking questions later. So long and thanks for all the fish Minnesota, but over the last three years you've shown your true colors.

@sosueme1966, you are absolutely correct. That being said, if you throw a brick at a cop car in a precinct parking lot you have to expect that you may get your ass kicked for it.

Assaults cop car with brick and then attempts to sexually assault said vehicle? Deserved it.

What the guy did before he put his hands on the car has nothing to do with whether he "deserved" to get tased. Taser are NOT supposed to be used by police officers as "punishment" for whatever the perp is being arrested for. They are only supposed to be used to subdue a perp who is resisting arrest. PERIOD

Let's see you endure 12 seconds of a police taser without making any noise.

You could say he might have done something to agitate the cop, but a single touch with the Tazer would have been enough. Continuously tazering him is torture.

A single blow would have been enough to put him on the ground, not need to taze him for over than a second.

Definitely over the top. He was getting arrested, that is what should have happened. Nearly killing him for throwing a damn brick is drating ridiculous.

That Tazer is horribly painful.

Look, whatever happened before the video, whatever. A birck was thrown, MAYBE the taser was called for.

What wasn't called for was the nearly 20 seconds of shocking the guy while he was on the ground.. I'm sure when cops get the taser in training, they don't get it for more than a few seconds. Osiris, KCPD, care to share a bit?

It looks to me like the lawyer needs tasering too, just for speaking with his hands like the guy from Pawn Stars.
Mr. Ruiz should close his mouth when on television. He looks stupid.
Calling a cop a trained law enforcement officer is like calling a member of the Hell's Angels a motorcycle enthusiast. lol

Why is the date on the dash cam 2009 and the date on the chief's statement responding to the video 2008?

@ kcpd2050: First, HOLY SH*T!!! Welcome back! Where the hell have you been brother?

Second, You know my background. I live in Minneapolis now. The Police here are out of control. I had two of them try to goad me into a fight outside of a restaurant not too long ago. When someone in the restaurant that knows me came outside and told them that I was a former U.S. Marshal, that just pissed them off more.

The treated my girlfriend like she was a crazy crack whore (She's a RN), and tried to get me to go into the alley behind the restaurant (where there are no windows).

All police are not bad. kcpd2050 is one of those good cops. I was a good cop. But the problem in Minneapolis is the fact that the police basically do what they want, with little fear of repercussion.

The MPD is the main reason I am getting out of here and returning to NY next year.

The video starts right at the tazing. I would say anyone who says this video "clearly shows" anything is full of it. Just because someone has their hands on car doesn't mean they are compliant. Tazers are for compliance in effecting an arrest. Oh and to the RN who compared working in a psych ward to working the streets. Please! The people in the psych ward don't pull guns out and shoot you in the face. Apples to oranges nurse clueless.

I'm almost done with nursing school, and I've been thinking lately that policing should be regulated the same way nursing is. Police work should follow evidence-based standards of practice focused on apprehending suspects in a way that minimizes harm to them and the public. Cops should have to prove that they can practice police work competently within the parameters of established professional standards in order to obtain a licence to practice policing. Any action they take that violates professional standards results in review by their state's licensing board which has the power to take disciplinary action up to revoking their licence. They can also be held civilly and criminally liable for their actions.

The idea that violent behavior from the cops is OK because they are in harms way is BS. Nurses working in psychiatric settings and the ER are at risk for being assaulted constantly, yet you don't see them tasing or mercilessly beating patients.

It doesn't matter what this kid did. I don't care if he murdered someone. Tasers aren't to be used as punishment- that's what the courts are for. The job of the police is to apprehend suspects using minimal force. There are times when it's appropriate to use a taser. This clearly wasn't one of them.

Did the kid throw a brick or not? The Cop didn't walk up and just Randomly Tase the guy, if he hucked a Brick being a dumb ass, it's hard to feel sorry for him.

You can't pass full judgement?!? Are you kidding me. ANYONE who takes advantage of a person like that deserves to get his face caved in. Take away his badge and his gun/taser, he just some pussy on the street.

I can't pass full judgment on the officer until I see the entire thing with sound. Was he ordered to the ground and refused?

even if he was, it doesnt matter. you dont taze someone in the back of the neck.
