It's not receipt tape. It's too light and twirls around in the air. Receipt tape would flop on the ground. Trust me at my current job I've done a lot of receipt tape-throwing. It's a stream.
Nor is it attached to a rock or anything like that. If it were it wouldn't bounce off his head like a rubber ball. Go outside and throw a roll of toilet paper. Notice how it goes really far and isn't effected by a small breeze? Now have your friend chuck it at your head.

I don't understand why people are saying that it should not have hurt. In order to get something so lightweight to fly any significant distance, it must be attached to something solid and heavy like a rock, etc. Hence like when you are are "rolling" someone house, it is easier to make the TP fly the heavier the roll is (kind of).
In this case, it looked to be attached to a rock and that is why it probably hurt... bad
