Not necessarily. An hourglass figure is measured from the shoulders in proportion with the hips. "Pear" and "apple" shapes are just hourglass figures with slightly broader shoulders or slightly broader hips.
Women with hourglass figures also usually have a near-nothing stomach area. Even if they're a little curvy, they rarely gain/put on weight in that area, giving them that figure.
