reminds me of those stupid folders we had to put around our work in elementary school. I think this might have worked better, actually. here, you have to turn your whole head to cheat. very noticeable. clever. also, may i point out that this doesn't look a lot like japan? |

My best guess is that the teacher found out someone was cheating, couldn't find out who, so punished the whole class by making them wear this. That, or it's creative use of manilla folder day and the teacher got festive. |

actually it is a southern province in china.
if you look at the tree trough the 3.rd window to the right.
on the 4.th branch from the top there is a bird commonly known as "Asian floophopper" and it only exists in that province |
