Not gay. It's a kid about 6 or 7 years old, probably on his/her way to or from some kind of play practice with parent(s). Kids (temporarily) get totally into crazy things and will be public about it if they feel secure against ridicule.
Kids don't think about what they or others do through a sexual prism.
