The sign doesn't mean that the refs literally were absent for two periods, but it means they made bad calls or were one sided.
It's like the joke "Get off your knees ref your blowing the game!" Obviously the person wasn't referring to the rapper, but the sport in which the athletes were participating. Well that's my overly complicated way of explaining a rather simple concept. |

oh and as for the sign, how would someone know a ref was going to miss two periods and have a sign already made for that |
