isnt there already a law against medical proceedures without informed consent? or does installing a chip in sum1s brain not qualify as a medical proceedure?

They already have radio-frequency tracking chips implanted in dogs and cats released from shelters.
GSM and GPS chips are not far from being small enough for implantation.

I'm not saying these devices won't have their uses, For instance tracking parolees and those that currently have to wear trackers on their ankle. But the government has made it clear they want to be able to ID someone from a distance without their knowledge for 'safety reasons'.

I think the law isn't stupid at all, although the reasons for it might well be.

It's prudent to have a law in place *before* you need one. The technology already exists to chip a person in some ways, so the law isn't all that premature.

I'm pretty sure it's illegal to pierce or tattoo someone agains their will, so how is this different? Is there a bill to protect people against unwillingly having their head replaced by a dog's head? Because there should be! I mean, it might happen one day!

He must be a dystopian science-fiction fan. I can see the possibility of this happening at some point, but the issue has not been brought up, and I'm not sure that there is any technology available that would make it a particularly useful procedure. You could track someone with a microchip, but there is little else I can think of that it can be used for.
