Judge is calling for the mark to test the validity of the testes (challengeing the play). This was actually a broadcast for an Austrailian Rugby game at the local college when I was over there on exchange. ^_^

Well, how do you know at the top of the page it didn't say, "Answer the following questions and make sure to describe why you chose your answer.", or something to that effect? That's how my tests use to be when I was in school. If we just put "yes or no" then our teacher would give us partial credit. Like 1/4 points or something.
