Various reasons, some pathological and some not. It can be as simple as changing hormone levels during puberty. For example, too much testosterone would do it. Which might seem odd, given that testosterone is the most masculine of hormones. It's definitely a "see a doctor" thing though, because some of the causes will kill you. It's harmless in itself, but some of the things that cause it also cause death. |

The condition in males I believe is called gynomastia. Its not too uncommon for pubescent male to be afflicted with this. I've heard something as simple a the use of lavender soap can aggravate the condition. The condition usually cures itself once the proper testosterone levels come back into balance. |

1) pretty sure that's been exaggerated.
2) He should get a boobjob. And I mean that seriously. My cousin, who is a man, had manboobs. He wasn't fat, and never had been, but there they were. Surprisingly many guys get them. You can get them removed, no problem. |

There is an actualy medical condition this is caused by. While the name escapes me, there are many outpatient procedures that take care of this. Although, with healthcare like it is now, manboobs are probabbly not on the top of anyone's list. |
