it's not perverted...it's just Korean. In Korean culture it's considered funny or a practical joke when you're a child to pants someone or briefly lift up a girl's skirt. It doesn't hold that same sexual stigma as it would in the USA. It's more of a way to embarrass the person the act is being committed upon.translations:
