clearly longer than one frame, which would only be only 1/30 of a second. the person who created this video should have noticed this. so, i think it's a fake.

Deadman is correct in some way. There is certain ways to get rid of something for good though but without actually harming the device, lets say with a hammer, it is to much work. Although I agree with the glitch idea I can tell you computers don't do that.

They put a punctuation mark at the end of the file extension telling the computer it is fine to be deleted. That is why you cant use some symbols in the names. I forgot what ones though.

Single frames are really easy to pick out. NTSC is only 30 frames a second, and film is only 24, so single frames are really not particuarly hidden or subliminal.

First of all it's not a single frame image. If it were a single frame it would not be so visible when it was sped up. I doubt it was done intentionally. I've seen commercials cut off by other commercials before, so most likely it was some editing error. Could even be an error on the cable provider, food tv might not even be to blame for this.
