It might be possible if the cell phone has low enough power consumption.

This is true of NiCd batteries. Most cell phones use Li ion or NiMh.

he can't just say 2 minutes running= 30 minutes of talk time. he didn't include the speed which the hamster was running...which would determine the talk time.

You know, sarcasm can be funny but other times it just makes you look like a tool…

I think you miss the point of science fairs. They aren’t trade shows, it’s not like this guy is thinking about trying to sell these things. They are just organized activities where young people are encouraged to demonstrate their technical knowledge concerning any given area of science. In this case he just came up with a cute way to demonstrate an example of electrical engendering.
