Miquoted Ben Frnaklin. He was saying why you should be happy for rain, not beer. Specifically, he said, "Behold the rain which descends from heaven upon our vineyards, there it enters the roots of the vines, to be changed into wine, a constant proof that God loves us, and loves to see us happy." It's from a letter he wrote to Andre Morelette in 1779.
But Ben DID say, [quote]"In wine there is Wisdom, in beer there is Freedom, in water there is bacteria."[/quote]

The quote "Beer is proof that God loves us and wants us to be happy" does not appear to be anything Benjamin Franklin ever wrote. However, it does appear to be somewhat similar to something he wrote about the rain falling on vineyards turning into wine. See here.
