James Cameron tried to pull the same stuff by filming Titanic in Mexico except the Mexican bureaucracy was so corrupt that they ended up not saving any money and could of filmed in Los Angeles.
When the bean counters are in control they are creating their own false reality compared to on the ground reality, hence why the studios use contracts to lock in their costs and starving studios must comply or starve and die.

Also, I would blame this on producers mostly, its up to the producers to select their production crew and be their eyes and ears for whole of the project. Good directors do get producer credit because of their involvement in the hiring process. It seems that producers hire the vfx studios based on contract and the reason why vfx studios accept the contracted work is because they need the money to finish their earlier over budget contracted work. This sort of thing happens to game development studios at the mercy of their corp overlords, checkout what happened to big huge games, obsidian`s fallout new vegas bonus monies, and what ever happened to will wright`s maxis studio.
Yes, it is corporations chasing overseas lower fees at the expense of workers.
