Secondly, Yes they spent $51 billion on construction but only because they went $39 billion over budget because they underestimated the terrorist threat, sochi turned out to be a real dump beforehand, and because nearly 1/3 of every cent spent goes to fraud or corruption of some kind.

Yes, the reports are that the russian guards and soldiers seem to be very polite and kind. But that is also because they spent months before hand throwing out and banning thousands of people and their family members who might not fit the Russian image they want to present.

Lastly, people are angry with Russia because they have been increasing using their powers to turn neighboring states into puppet regimes again by meddling in their elections and dominating their oil supply. Not to mention their very very long list of human rights abuses.

Thats all true but not the whole story. Terrorism is a problem because Sochi is only 200 miles from the border of a war zone between Islamist wahabists and Russian forces. Thats closer than the nearest urban center. Sochii was chosen for this particular purpose. Putin is trying to look like he has defeated terrorism just like the American Administration. So Sochi was chosen because it would highlight this fact to the russian people. But it is by no means a safe area, which is why the Russians keep having to get new construction workers because terrorist kept infiltrating the construction crews and they had to erect a "wall of steel". Putin put the olympics and everyone involved at risk, to produce propaganda that he has crushed terrorism.

Actually, there is a multitude of different types of Transexual surgeries and medical procedures, some result in sterilization some don`t. If they get a new "part" the new parts are sterile but the old parts may not be. This is how you end up with people like Thomas Beatie "the pregnant man."

But to address you question more fully. Most of the European laws don`t simply extend to the full surgical operations but to simple identity matters. So if a person wants to change their name, take hormones, crossdress, or simply be recognized as the opposite sex, all are grounds for forced sterilization. Not simply the surgeries.
