Restraining when he hits the cop is fine. But he was subdued already when he slams him to the floor as he goes through the doorway. That's the over-the-top bit. Though, I`d have just done a suspension, not firing.

At 23 seconds in you can see the guy trying to hit/attack one of the police officers. What happens after that could be considered excessive force, but it looks justifiable to me.
