I do agree with you if you go with the cultural term definition. I certainly wouldn't consider Azerbaijan, Turkey, or Kazkahstan to be in Europe, even though they are between 5-30% in Europe. Russia is more European than them, it`s an "almost Europe". But it leads to another question, if Russia isn`t Europe, what is Ukraine?
So while I agree it`s ambiguous, I don`t like it when the EU is a universal synonym for the continent, especially considering there are multiple levels of the EU.

Johan, nobody thinks EU is a synonym for Europe, unless you're one of those people who reads nothing but the Guardian or something. Iceland isn`t in it. Norway isn`t. Switzerland isn`t. The largest country in Europe - Russia - isn`t. The most spoken native language on the continent is Russian. Etc etc. Europe.
