I too assume it is the third picture- because I can subtract 6 from 14- so why not ask children to do just that?

What is "make a ten"? What does that even mean?

So there's 14 on the left side, you scratch out 4 and then scratch out 2 "from the ten" = the answer?

Welcome to Common Core education: Where the government blackmails states that are desperate for funding by offering them "grants" to switch to this backwards, nonsensical way of teaching. They then proceed to terminate teachers with a previous excellent record when their normal students can't grasp these awkward ways of learning. But hey, the schools got their funding.
