This is a bit of sensationalism - beer was never treated as a soft drink. There were still restrictions on how much you can bring in over the border (up to 2L for beer), and they wouldn't normally sell it to children under 16. But compared to wine and liquor the rules were a bit more relaxed i.e. you could sell it without a license, so it was available at all grocery stores - that is what the articles are about.
