Everyone else is leaving their opinions here, so I will leave mine: today Halloween is meant as a fun holiday and as such, stereotypical costumes should not be taken seriously. I don't get offended when I see a "white trash" costume, because there are people that might look like that (just very few) and I am aware that it is just a stereotype and only an idiot would think it represents an entire race or people.
Another example: not every African/African American person looks like Lil` Wayne, but I can tell that costume is representative of a specific person, not an entire group of people.

Are you serious? If you think those costumes are anything but offensive, you are ignorant as all hell. No those costumes are not "cultural appropriation" they are hurtful caricatures and stereotypes, reducing diverse cultures or regions into dated images and stagnant ideas of what it means to be of that race or culture. Black, asian, middle eastern, arabic, hispanic, they ALL face constant discrimination in the united state, deny it all you want. They receive less opportunities and respect simply because you ignorant pieces of poo think that you deserve to look down on others. True, the internet parody ones are funny, but the original message is TRUE. "PC police", yeah maybe to some over-privileged white boy who doesn't know what the real world is like, give me a drating break. I`m so done with white people trying to deny the racism, I`m even white and I know that it`s foolish to think that these types of things are not hurting people.
