A types commit crime rarely. So much so, they are more likely to suicide than attack (current fed crime stats.) B types have already been detected as dangerous. C types are career criminals who haven`t been caught yet. >> Crime is a business to them. <<
Your law change would affect group A without having any affect on B or C. Rural A`s have a probability of requiring guns to maintain their way of life. Urban/suburban A`s are more likely to want to defend themselves from urban/suburban C`s.
