If the city was really concerned about cosmetics they'd be dealing with ill-maintained sidewalks further down the road, not getting on this woman`s case. If it became clear she was failing to maintain her own impromptu farm, only THEN would it be appropriate for the city to step. This on the other hand is a knee-jerk reaction akin to "zero tolerance" policies in schools.

Another thing to consider is that when these laws were passed most cars used leaded gasoline. The tetra ethyl lead in the gasoline was making the ground toxic up to 50' from the roadway. Since the lead is persistent, the front yard gardens can easily absorb the toxins. So, front yard vegetable gardens are generally not a good idea.
