It's obviously not true, but it doesn`t take a rocket scientist to understand that there are too many overly-convoluted regulations. How do I know? Because there are so many regulations that nobody can be aware of almost all of them and you have to hire consultants to help you understand them (only big business can afford those).
It`s to the point where nobody is physically capable of reading the bills they vote on. And when it comes to bills like Obamacare, most of the regulations weren`t even written at the time of the vote!
Here`s a basically Communistic FDR regulation that persists to this day. People forgot about it because there are so many, but it`s still there.
