Cloud seeding does work though, but dumping a lot of silver iodide or random chemicals into the air isn`t a good idea.
There are also cases where factories or local manufacturing plants caused highly localized snow/rain storms. Rocket tests at the Stennis Space Center in south Mississippi also sometimes create local thunderstorms.
Also, we are gradually changing the content of the atmosphere and that will and does change climate. The atmosphere is pretty thin and you notice it if you`re high enough to see its thickness.
