Um, this is just saying the government has the right to take over communication networks in time of emergency to preserve the infrastructure and coordinate emergency services (did anyone have any doubts that they would anyway?)... and you people automatically go to "spying"? lol. Where were you people when the patriot act was passed? I'm not naive enough to think that we`re not being spied upon but geez, I`m surprised you people haven`t sued the man in the moon for looking through your bedroom window at night.

And no, the emergency broadcast system is not even remotely the same thing - that`s just a notification to the people that something`s going on.
